Yellow Flag Remains in Place in August: How to Avoid Higher Bills

On Friday, 31 July, the Brazilian Electricity Regulatory Agency (ANEEL) announced that the yellow tariff flag would remain in place for August. The decision maintains the additional charge of R$1,885 (about £ 0.28) for every 100 kilowatt-hours (kWh) consumed, continuing the tariff level that has been in force without interruption since May.

The main reason for retaining the yellow designation is the advance of the dry season in Brazil, particularly in the river basins of the South-East and Central-West regions, which is gradually reducing reservoir levels at hydroelectric power stations. To ensure the supply of electricity through the National Interconnected System (SIN), it becomes necessary to bring thermal power stations into operation, which have substantially higher generation costs. In addition, the increased hydrological risk (GSF) and pressure on the Settlement Price for Differences (PLD) are keeping energy costs high in the market.

The Impact of the Yellow Flag on the Condominium Market

For condominium managers and property management companies, retaining the additional charge creates direct challenges for the building’s financial balance. Common areas in residential and commercial buildings have high and uninterrupted electricity demand — driven by the constant operation of lifts, water booster pumps, garage and corridor lighting, automatic gates, and ventilation and air-conditioning systems.

When an electricity bill is subject to unplanned tariff increases, the building’s ordinary monthly service charge comes under pressure. This situation directly fuels The Force of Unpredictability, creating financial fluctuations beyond the building manager’s control. The result is budget uncertainty, which can undermine the financial plan approved at the general meeting, make it harder to strengthen the reserve fund and create unnecessary friction when reporting accounts to residents.

The Impact on Small and Medium-sized Enterprises (SMEs)

For small and medium-sized enterprises, where operating margins must be managed with the utmost precision, the extra electricity charge represents an immediate increase in fixed business costs. In sectors such as retail, restaurants, supermarkets, clinics and service providers, the daily operation of cold rooms, refrigerators, machinery, servers, lighting and air conditioning means that the additional charge becomes substantial by the end of the month.

The lack of predictability in electricity costs directly undermines business owners’ ability to plan their budgets. When electricity bills fluctuate from month to month because of weather variations and external regulatory decisions, SMEs have less headroom to reinvest in stock purchases, modernise their premises or strengthen cash flow.
